By collaborating with government practitioners, quality experts, and academic researchers, our standards development and review process follows a detailed methodology to providing resources to evaluate and enhance the quality of government operations.
Development of the G2 Standard

The ANSI G2 effort is an initiative of ASQ Government Division to create and implement a standard of excellence in governance for legislative bodies. This would include the operations of the U.S. Congress, state legislatures, and similar local government bodies. The expectation is that independent organizations would assess, audit, and validate the quality maturity of legislative bodies, based on objective measures of excellence in their operations.
The scoring of quality maturity will be based on how well that legislative body performs its duties in terms of creating clear goals for all agencies, providing appropriate resources, helping agencies to match resources to objectives, helping agencies to streamline and eliminate less productive activities, and setting up ongoing performance feedback to report on accomplishments.
The excellence in governance model was first developed by Government Division in 2016, and is based on the “Aligned Leadership Objective” model.
ANSI G1 2026 Revision
The Center is currently soliciting public comments and input for the upcoming 2026 revisions to ANSI G1.
